"To help veterans who live far from VA hospitals or need specialized care the VA can’t provide, McCain proposed giving low-income veterans and those who incurred injury during their service a card they could use at private hospitals. The proposal is not an attempt to privatize the VA, as critics have alleged, but rather, an effort to improve care and access to it, he said. Joe Violanti, legislative director of the Disabled American Veterans, a nonpartisan organization, said the proposal would increase costs because private hospitals are more expensive. · McCain Opposed Increasing Spending on TRICARE and Giving Greater Access to National Guard and Reservists. Although his campaign website devotes a large section to veterans issues, including expanding benefits for reservists and members of the National Guard, McCain voted against increasing spending on the TRICARE program by $20.3 billion over 10 years to give members of the National Guard and Reserves and their families greater access to the health care program. Troopergate Report: Palin "Unlawfully Abused Her Authority"

ANCHORAGE, Alaska — Sarah Palin unlawfully abused her power as governor by trying to have her former brother-in-law fired as a state trooper, the chief investigator of an Alaska legislative panel concluded Friday. The politically charged inquiry imperiled her reputation as a reformer on John McCain's Republican ticket.

Investigator Stephen Branchflower, in a report by a bipartisan panel that investigated the matter, found Palin in violation of a state ethics law that prohibits public officials from using their office for personal gain.

The inquiry looked into her dismissal of Public Safety Commissioner Walter Monegan, who said he lost his job because he resisted pressure to fire a state trooper involved in a bitter divorce with the governor's sister. Palin says Monegan was fired as part of a legitimate budget dispute.

The report found that Palin let the family grudge influence her decision-making even if it was not the sole reason Monegan was dismissed. "I feel vindicated," Monegan said. "It sounds like they've validated my belief and opinions. And that tells me I'm not totally out in left field."

Branchflower said Palin violated a statute of the Alaska Executive Branch Ethics Act.

"I disagree," said Palin attorney Thomas Van Flein. "In order to violate the ethics law, there has to be some personal gain, usually financial. Mr. Branchflower has failed to identify any financial gain."

The statute says "any effort to benefit a personal or financial interest through official action is a violation of that (public) trust."

Palin and McCain's supporters had hoped the inquiry's finding would be delayed until after the presidential election to spare her any embarrassment and to put aside an enduring distraction as she campaigns as McCain's running mate in an uphill contest against Democrat Barack Obama.

But the panel of lawmakers voted to release the report, although not without dissension. There was no immediate vote on whether to endorse its findings.

"I think there are some problems in this report," said Republican state Sen. Gary Stevens, a member of the panel. "I would encourage people to be very cautious, to look at this with a jaundiced eye."

The nearly 300-page report does not recommend sanctions or a criminal investigation.

The investigation revealed that Palin's husband, Todd, has extraordinary access to the governor's office and her closest advisers. He used that access to try to get trooper Mike Wooten fired, the report found.

Branchflower faulted Sarah Palin for taking no action to stop that. He also noted there is evidence the governor herself participated in the effort.

Wooten had been in hot water before Palin became governor over allegations that he illegally shot a moose, drank beer in a patrol car and used a Taser on his stepson.

In proceedings revealed by the report, former Alaska State Trooper Col. Julia Grimes told investigators that Sarah Palin called her in late 2005 to discuss why Wooten hadn't been fired, and Grimes told her the inquiry was confidential by law.

"Her questions were how can a trooper who behaves this way still be working," Grimes said. "I asked her to please trust me, that because I can't tell her details I would ask her to please trust me that I would take the appropriate action if and when I knew what the findings were. ... I couldn't have another conversation with her about it because, again, it's protected by law."

Grimes said Todd Palin also contacted her by telephone in late 2005 to discuss the confidential investigation of Wooten.

Wooten's disciplinary case was settled in September 2006 _ months before Palin was elected governor _ and he was allowed to continue working as a trooper.

After Palin's election, her new public safety commissioner, Monegan, said he was summoned to the governor's office to meet Todd Palin, who said Wooten's punishment had been merely a "slap on the wrist." Monegan said he understood the Palins wanted Wooten fired. "I had this kind of ominous feeling that I may not be long for this job if I didn't somehow respond accordingly," Monegan told the investigator.

For months afterward, Todd Palin filed complaints about Wooten, saying he was seen riding a snowmobile after he had filed a worker's compensation claim and was seen dropping off his children at school in his patrol car. Monegan said Wooten's doctor had authorized the snowmobile trip and his supervisor had approved his use of the patrol car. Monegan said Alaska's attorney general later called him to inquire about Wooten, and Monegan told him they shouldn't be discussing the subject.

"This was an issue that apparently wasn't going to go away, that there were certainly frustrations," Monegan said. "To say that (Sarah Palin) was focused on this I think would be accurate."

McCain Palin Rally vs. Obama Biden Rally in Anchorage!

Once again, there were duelling rallies here in Anchorage. The McCain-Palin rally was held in the just-completed Dena’ina Convention Center in downtown Anchorage. The Obama rally was held outside, just a couple blocks away, at the Delaney Park Strip.

One would think that the Republican rally celebrating the hometown girl, in her very very red state would have drawn a huge crowd, and that the Obama rally would be a few brave intrepid souls with a couple signs shivering by the side of the road. One would be wrong.

The Obama rally was all set up and running when I arrived - tents, face painting, t-shirt sales, voter registration, postcard writing to swing states, a huge stage and sound system. By 1:00, there were more than a thousand people milling around with signs, kids, dogs and huge smiles. This was definitely a feel-good place. Hundreds lined the roadside waving signs to appreciative honking motorists, and hundreds more milled around the tent area. Anchorage mayoral candidate and former legislator Eric Croft got up and spoke, so did Kat Pustay who’s heading up the Obama campaign in the state. Then came Ethan Berkowitz, Democratic candidate for the U.S. House seat currently held by Don Young. Ethan welcomed his “fellow revolutionaries”. The crowd went wild.

I looked at my watch. It was after 1:30 and I knew if I didn’t get to the McCain Palin rally soon, I’d never go. So I ripped myself away from all the positive energy and the fresh air, and hurried over to the Dana’ina Center. 3 people stood outside waving signs. I figured I had to smile, so I did. “Come on in, we’re having a rally!” one of them effused. I took a big cleansing breath, and in I went.

I just had a feeling this rally wasn’t going to have as big a crowd as the Obama rally, because the rally that was held for Palin herself, when she was in Anchorage a few weeks ago only had about 500 people show up. But I walked into the room and I really was stunned. I felt like I had entered an empty chair convention. It was really bad. I actually felt sorry for the organizers for a minute, before I snapped myself out of it. A head count yielded about 250-300 people. Clearly they had been hoping for more.

Jack Frost, local voice-over guy and conservative Republican who got trounced by Mark Begich in the last Anchorage mayoral race, was the emcee. Literally right as I sat down he was announcing the “special guest”….a phone call from Sarah Palin! Her voice was piped in over the loudspeakers, and there was a slide up on a screen showing her photo-op with Henry Kissinger. I have to say, it was a bit jarring sitting there hearing the ‘giant voice’ of Sarah Palin filling the room. She didn’t say much. It was a bunch of “Gee, I miss you guys… I heard there were a few flakes today. I miss that weather. It’s been so amazeen travelin’ across this great country and meetin’ people, and even Alaskans down here also as we travel across the country also meetin’ people… I miss you guys SOOO much.”

A lady scooted up to me and said, “We’d really like everyone to be up at the front and towards the center, not all spread out.” Ah…can’t have the news cameras getting all those chairs. I scooted up and way over to the side so I wouldn’t get on film.

Then the emcee reminded us about how much Alaska would “get” if Palin was the VP, and also reminded us that our enemies hate us because of our way of life, and our freedoms, and “all they want to do is kill American soldiers”. Then he said the only thing the rally was missing was “an effigy of Katie Couric.” (Felt pocket for Tums….left them home.)

And look, there’s Meg Stapleton sitting among the empty chairs.

Next up was a local Republican legislative candidate, Bob Lewis, who told the crowd he had driven past “that other rally” on his way in, and how the people were just full of hate, and anger and fear, and that “we” (the Palin rally) were the ones having a good time. “So,” he told us, “you need to decide which side you want to be on!”

That was it for me. Had to leave. On the way out I noticed clip boards with the “support Palin” petition. Someone behind the table said that this was “against those people” (described as ‘Obama operatives’) who were smearing Palin and that “we just want to support her.” I didn’t sign….being an “operative” and all.

Back out into the fresh air, and down the street where signs were still waving. As I crossed the street there were police cars, and I noticed several very large piles of something in the middle of the road. The road had actually been closed off from traffic…. at first I thought it was cement, but then I looked closer and it was….mud! It looked for all the world like muflats mud! Done on purpose to keep visibility of the rally low? Strange coincidence? A message to Mudflatters? I have no explanation for that one…

Crossed the street, and there I was again, back at the rally of “hate, anger and fear” listening to a great local band, and watching kids with painted faces dancing in the grass, smiling people registering voters, busy postcard-writers, cheering sign-wavers, and a community brought together by a shared desire to move the country in a new direction.

Clearly I was at the right rally.

Palin Meets Heads of State, Becomes Foreign Policy Expert

Make no mistake: Sarah Palin is up to speed on the world beyond Alaska's shores. What takes most of us years to learn--from travel, from meeting folks with funny-sounding accents, from reading, you know, books--she gleaned in a few sit-downs with heads of state and Henry Kissinger. She now can talk foreign policy as well as she can, well, hunt moose.

OK, but why are the leaders of the world wasting their time acting as her crash-course tutors on International Relations 101? Can't she just find some goateed TA up at Columbia University to give her a quick tutorial? No wonder the McCain camp wants to keep the press as far away as possible from Palin. I would too if I were running that campaign. The only sound bite was some dippy comment about Hamid Karzai's son's name (Lord, spare us the transcript of her meeting with Bono later today). Still, what I--and probably every journalist this side of Alaska--wouldn't give to be a fly on the wall in some of these meetings ("Um, Prime Minister Karzai, what's 'soft power' again?").

Like anyone stuck in midtown traffic yesterday, I watched with slight bemusement, slight befuddlement. On one hand, she is making a complete mockery of the United Nations and whole foreign policy establishment (which, let's face it, deserves to be mocked), not to mention pissing off every reporter in the process for restricting their access (Joseph Biden should demand the same time and attention among world leaders as his Republican counterpart--then let every reporter and blogger under the sun in to witness his exchanges with these heads of state).

On the other hand, she is bound to have her "Gerald Ford" moment (remember in 1976 when the poor guy forgot that Poland was in the Soviet orbit?). If you put truth serum in any of these leaders' tea, they will freely admit these tutorials are a complete waste of time and sorry excuse for a campaign photo-op (Why not just give the Alaskan governor a free day pass to the Council on Foreign Relations?). Most are probably staring at Randy Scheunemann--who is operating as Palin's Suge Knight and probably wearing wrap-around shades and whispering advice into her left ear--harboring thoughts like, "This war-mongering goon is the last man I want to be sharing a room with."

Sorry to say, but a few sit-downs with foreign leaders does not a second-to-the-commander-in-chief make. The Republicans should know better and stop this farce. Doesn't Bono have better things to do with his time?

Here's what bothers me...on foreign policy she is a blank slate into which is being poured the neo-con ideology. Most people who make it to a VP candidate level have experience and have thought through issues themselves. We can't afford McSham/Flailin'

What a waste of time .................... At least at Epcot the Palin kids would have had a blast and they could have had another family photo-op.
