The Parents should definitely decide who should be in the room however, If any of the allowed parties seem destructive, the doctor should take the rights to dismiss them no mater what the parents preferences are -

It really should be mom's choice.
I know I want my husband there by my side. He is just as much responsible for bringing our child in to this world, and he deserves to see our son be born and hold him. Plus I don't think I could go though labor with out his support. -

I would just want my husband, and the doctors and nurses.
No offense to my mother, who would want to be there, but I'm not going to let her in, knowing full well she'll want to take pictures of the baby coming out. -_- -
Answered Only the doctor, nurses and mom to be.....old fashioned way!
I think it is a very private moment that should be shared between the mother and the child and then the dad. I personally wanted my husband and/or my mom with me to a certain point then I wanted them out.
