I think this should apply to ALL people. If one can pass the road tests with good scores and in decent time, then they should be left alone, but if they can't get through without fudging up a percentage of the tests: TAKE IT AWAY. However, I think that people older than 65 who should be made to take the driving tests as well as college-age drivers and folks who use Bluetooth/ talk on cellphones. And since some people aren't trustworthy, a mini-cam should be installed in the car to make sure that people are worthy to drive or have their existent license taken away.
