Smoking while pregnant is 100% harmful to the baby. The baby has no control or choice in this matter. Any mother who smokes while pregnant is committing child abuse. I feel the same way about parents, adults, etc. who smoke in front of innocent kids. Read the science people, secondhand smoke/environmental tobacco smoke causes cancer KILLS innocent people every day! Ok, I'll get off my soapbox....

Abstinence education does NOTHING! I think it is a combo of birth control availability (most stores don't lock it up anymore!) and schools offering life skills classes where teens are building self esteem and are better able to make better decisions.
