I wouldn't necessarily say "who cares" but when these soldiers joined the army they must have had some thought in the back of their mind that there was a chance that they might be injured if in combat. In my opinion, if these soldiers considered the consequences and still joined the army, navy, etc. then they should not have financial aid.
