Not all sex offenders are child molesters. Some are even put as a sex offender because (somehow) they did an illegal sex act. In my state, for example, only missionary possision is legal not even oral. Also some things (none off the top of my head) that don't even relate to sex still make people register as sex offenders. Out legal system had many screws
